River Valley Now has obtained a letter dated December 26, 2018, in which outgoing Russellville Mayor Randy Horton joins Judge Jim Ed Gibson in supporting Gulfside Casino Partnership in its bid to bring a casino to Pope County. Though the proposed casino would be placed outside city limits, Mayor Horton felt, like Gibson, that Gulfside was the best option. 
"I sent the letter in support of Judge Gibson," Mayor Horton said in a message to RVN, "It is not binding, as the development as described to me will not be in the city limits but somewhere in Pope County."
Mayor Horton offered some reasoning for his choice, saying, "Whether anyone chooses to believe it or not I share the same concerns that most of the community has concerning how this could potentially affect Pope County. If a casino development ever does come to pass the operator chosen will greatly influence that. While many hurdles remain before a development could proceed if it does happen in the future my hope would be that it is with Judge Gibson’s selection or, if not, then their equivalent for number of jobs created and payroll, resort style amenities to be included, commitment to security and a long standing history of successful operations and giving back to the community."
